New York Attorney General Letitia James sued the owners and managers of the Kenney apartment complex in Newburgh, Orange County, for leaving residents in unsafe and deteriorating housing. The complex is home to over 100 low-income families and seniors.
Residents have endured a lack of consistent heat and hot water, mold, rodent infestations, unsafe stairways, holes in floors, and water and sewage leaks. Despite hundreds of complaints, management has not fixed the problems. Residents have paid high electricity bills trying to heat their homes with ovens, space heaters, and boiling water.
Attorney General James said, “It is outrageous that the Kenney residents have suffered in dangerous and inhumane conditions while their landlords ignored their calls for help. No one should be forced to endure a New York winter without heat or hot water. I am taking the owners of these apartments to court to get justice for the New Yorkers who have been cruelly neglected, and make sure they have a safe, clean, and warm place to live.”
Landlords must provide heat and hot water from October through May. Kenney residents have lacked consistent heat since 2023, including a complete shutoff from October 2025 to January 2026. The complex has over 160 reported violations.
Attorney General James seeks court orders to require repairs, restitution to tenants, and financial penalties for the owners.
